Bill is passionate about giving back to his community. He is the volunteer chair of the board for the $9.4 Billion Edvest College Savings Program, he serves on the board of Green County Leaders and on the board of a Farm Credit association serving 25,000 farmer-members in Wisconsin, Minnesota and North Dakota. He chaired the Monroe Clinic Board and was Treasurer of the Group Health Cooperative Board. He was also  elected four times to a county board and chaired the Tax and Finance Steering Committee for the Wisconsin Counties Association. Finally, Bill and his family were instrumental in bringing affordable rental housing to New Glarus. He also serves as a volunteer Cooperative Weather Observer for the National Weather Service.

Bill is a Professor of Practice in Law & Local Government with UW–Madison Extension, where he works closely with county, city, village, and town officials to advance effective and ethical governance. He advocated for, and protected the rights of, consumers as the state's top Consumer Protection official. In the private sector, Bill led the state's cooperative trade association, advocating for the interests of 2.9 million Wisconsinites who are member-owners of credit unions, rural electric and telecommunication, dairy and livestock, healthcare, housing, education, and grocery cooperatives.

Bill is starting his eighth year on the New Glarus School Board, including serving the past five as Board President. He believes strong public schools build great communities. During his school board service, New Glarus has gained the reputation as one of the state's top performing school districts.
